Notice of the Provincial Construction Department on doing a good job in the assessment and recommendation of Qianjiang cup (high quality project) of Zhejiang construction project in 2021

Municipal Construction Commission (Construction Bureau), garden Bureau and relevant provincial departments and Bureaus:

In order to give full play to the demonstration and leading role of the brand project and improve the quality level of construction projects in the province, according to the measures for the assessment and recognition of Qianjiang cup (high-quality project) of construction projects in Zhejiang Province, the matters related to the assessment and recommendation of Qianjiang cup (high-quality project) (hereinafter referred to as Qianjiang cup) of construction projects in Zhejiang Province in 2021 are notified as follows:

1、 Scope of assessment and recommendation

（1） The completion acceptance (delivery and completion) and completion acceptance filing (housing construction and municipal infrastructure projects) have been completed before June 30, 2020, and the housing construction, municipal, transportation, water conservancy, energy, garden, rural housing and other projects have been put into use.

（2） Items that have participated in the assessment of Qianjiang Cup but fail to pass are not included in the recommended scope of Qianjiang cup assessment.

2、 Assessment and recommendation procedure

The competent construction departments of cities divided into districts and relevant provincial departments and bureaus (hereinafter referred to as the recommending units) shall organize enterprises to apply according to the assessment and recommendation quota table (Annex 1), assess the declared projects according to the requirements of the detailed rules for the assessment and recognition of Qianjiang cup (high-quality project) of Zhejiang construction project in 2021 (Annex 2), and select the best to put forward the list of recommended Qianjiang cup; After 7 working days of publicity through the portal website of the Department, the letter of recommendation, summary of recommended projects (Annex 3) and application materials (Annex 4) shall be submitted to our office.

Housing construction, municipal and rural housing projects shall be recommended and reported by the competent construction Department of the city divided into districts where the project is located; Transportation, water conservancy, energy and other projects shall be recommended and reported by relevant provincial departments and bureaus; Landscaping projects shall be recommended and reported by the competent Landscaping Department of the city divided into districts where the project is located.

3、 Recommended requirements

（1） The recommending unit shall carefully organize the assessment and recommendation of Qianjiang Cup this year, standardize the assessment and recommendation procedures, carefully check and strictly recommend, and shall not restrict or exclude the projects undertaken by foreign enterprises from participating in the assessment and identification of Qianjiang cup. Give priority to green buildings and important technological innovation projects, and implement prefabricated buildings, residential full decoration projects, as well as infrastructure and public service projects.

（2） The recommending unit shall carefully check the compliance of the application conditions, data integrity and the authenticity of relevant supporting materials of the projects participating in the assessment, focusing on whether the application conditions of the projects meet the requirements, and whether there are problems such as "item rejection declaration", "ride declaration", etc. If problems such as "rejection declaration" and "hitchhiking declaration" of the project are found, the assessment qualification of the project shall be cancelled.

（3） The list of projects recommended by the recommending unit must strictly implement the number of recommended allocation places and shall not exceed. The deadline for recommendation is August 25, 2020, and it will not be accepted if it is overdue.

The recommended materials of housing construction, municipal administration, transportation, water conservancy, energy and other projects shall be submitted to the quality safety department of our department; The recommended materials of landscape engineering shall be submitted to the Urban Construction Office of our department; The recommended materials of village and town projects shall be submitted to the village and Town Office of our hall.

（4） For the recommended projects reported by all localities, our office will organize experts to conduct spot check and review according to the recommendation.
