According to the spirit of notice of Zhejiang Provincial Department of human resources and social security on the evaluation of senior titles in 2021 (zhesh [2021] No. 39), the notice of the post qualification declaration of senior engineers in the construction engineering major (excluding all the specialties in Hangzhou and Ningbo and Shaoxing construction specialty) in 2021 is as follows:

1、 Declaration conditions

The evaluation conditions for the post qualification of professional engineers and senior engineers in Construction Engineering in Zhejiang Province (zheshfa [2018] No. 61, hereinafter referred to as "evaluation conditions") shall be followed. Meanwhile, according to the spirit of the notice of Zhejiang Provincial Department of human resources and social security transmitting the opinions (Trial) of the Ministry of human resources and social security on the realization of the connection of high skilled talents and engineering and technical talents' professional development in the field of Engineering Technology (zheshf [2019] No. 31), After obtaining the professional qualification of senior technician or the level of professional skill (level I), he / she can apply for review of the corresponding professional senior engineer after four years of technical skill work, the winner of Qianjiang skill award, the leader of national skill master studio, the silver medal winner of the world skill competition, and the personnel selected as "outstanding skilled talents" in the provincial "one million" high-skill leading personnel training project, It can directly declare to senior engineer, and the construction profession (type) engaged in such construction industry as waterproof worker, masonry worker, concrete worker, steel bar worker and scaffold worker shall be reported corresponding to relevant disciplines of construction project.

2、 Declaration requirements

（1） We should insist on both virtue and talent. We should put moral character first in the evaluation, and emphasize political performance, integrity and self-discipline and moral conduct. Meanwhile, the evaluation of technological innovation, patent, achievement transformation, technology promotion, standard making, decision-making consultation and public service is taken as the important content of evaluation, especially focusing on excellent engineering technicians working in the front line for a long time.

（2） Implement the requirements of continuing education. According to the relevant provisions of the evaluation conditions, the declarant shall participate in the continuing education as required and meet the corresponding class hours of the professional and technical personnel continuing education. Each region should conscientiously perform the duty of continuing education class hours management and verify the continuing education of the applicants in the past four years (2017-2020). Among them, the applicant's continuing education in 2018, 2019 and 2020 must upload the scanned copy of annual continuing education class hours registration certificate (printed by the management system and meet 90 class hours requirements each year) through Zhejiang professional and technical post qualification declaration and evaluation management service platform (hereinafter referred to as the management platform).

（3） The combination of evaluation and employment of institutions. The professional title evaluation of professional and technical personnel of institutions in the province shall be conducted within the proportion of approved post structure. According to the number of vacant posts and work needs, the evaluation shall be recommended among the qualified personnel. The status of the units shall be reviewed according to relevant regulations.

（4） Adapt to the whole process of construction consultation and the reform of general contracting mode. The performance of the EPC project or the whole process consulting project of relevant professional and technical personnel can be used as the basis for evaluation. The evaluation of their experience and ability can be in accordance with the requirements of Article 15, Article 16 and Article 17 of qualification evaluation conditions for professional engineers and senior engineers of Construction Engineering in Zhejiang Province according to the category of applicants.

（5） Standardize the supporting materials such as project performance. The project performance certificate must have the name of the applicant, which can be design data, process data, completion data and review data, but it must be certified by a third party, such as design drawings with drawing review seal and name, joint review and signing in data with seals of all parties, technical communication data sealed by five main units in the process, etc.

From 2021, the construction market supervision and credit information release platform in Zhejiang Province（ http://223.4.65.131 : the four storehouses and one platform of Zhejiang survey and design industry have been recorded by the existing engineering projects and relevant hosts (including project manager and director) on 8080 / /（ http://kcsj.zjjs.gov.cn/#/ ）Existing project and relevant hosts (including project leader If the person in charge of each discipline) records, the applicant shall download the screenshot of relevant pages as the project performance certificate and upload it to the management system through the platform in principle. Local and various units may conduct spot check according to a certain proportion to prevent the occurrence of fraud.

Refer to Annex 1 for the division of project complexity. In other achievements, if the patent performance of the applicant is obtained through the transfer of patent right and the inventor is changed, it shall not be approved in the review; The standard of engineering construction group refers to the standards issued by national associations, societies and other social organizations; The paper shall be published after the time when the current professional technical qualification is obtained, and shall have cover, catalogue, text and other materials. 3、 Declaration procedure and form

The application of post qualification of senior engineer in Construction Engineering in the province is implemented online. The office of the post qualification evaluation committee of senior engineer of provincial construction engineering technicians shall be reported through personal declaration, unit audit, recommendation of competent department and the middle Committee.

（1） Individual declaration. The applicant shall log in to Zhejiang professional technical post qualification declaration and evaluation management service platform for personal declaration (website: https://zcps.rlsbt.zj.gov.cn ）And make commitment to the authenticity of the information filled in. If the applicant does not have the required education background or qualification application, it is necessary to upload the scanning copy of the self-evaluation form for the post qualification of senior engineer, and its self rating must reach 105 points or more, and recommended by 2 senior engineers who have the major or similar major.

（2） Unit audit. The unit where the applicant is located is responsible for reviewing the performance file information and title declaration information of the declarant, and for the authenticity, accuracy and integrity of the materials submitted for examination.

（3） Recommended by competent department and the judges. The construction department, human security department or provincial unit and the middle committee committee of the applicant shall log in to the management platform for material receiving, auditing and recommendation (website: https://zcps.rlsbt.zj.gov.cn/028/login.jsp ）。

The account number of the applicant and the unit is the same as that of the individual and legal person of Zhejiang government affairs service network, and they shall register by themselves; The accounts of the relevant competent departments and the judges shall be uniformly distributed by the provinces. See Annex 3 and 4 for specific declaration methods and audit operation methods.

4、 Other requirements

（1） Requirements for declared materials. The performance materials submitted by the applicant for review shall be representative and should not be too many and miscellaneous. Each unit shall publicize the basic information and performance materials of the applicant in the unit for not less than 5 working days, and the publicity shall be entered into the system when filling in the audit opinions. The individual and the recommendation unit shall be responsible for the adverse impact caused by the non-compliance of the application materials, etc. see Annex 5 for the requirements for submission of the application materials.

（2） Qualification requirements. Applicants who have obtained college degree or above in China after 2001 can automatically extract relevant information; Before 2001 and cannot be automatically extracted, the certificate of academic degree, the registration form of graduates, the scanning copy of the certificate of foreign academic degree and other supporting materials shall be uploaded.

（3） Social security certification requirements. According to the requirements of zheshf [2019] No. 21 document, the applicant in the province does not need to provide the social security payment certificate again, and the system will automatically obtain relevant data of human security department. If the applicant pays social security in an external Province, the individual shall provide relevant certificates for the payment of social security outside the province.

（4） Interview reply request. If the applicant has any of the following circumstances, he / she shall attend the business interview. If the business interview fails, he / she cannot recommend it to the jury for review, and the specific arrangement shall be notified separately.

1. having the relevant conditions in Item 3 of Article 8 of the evaluation conditions;

2. transferred to the evaluation;

3. the time for obtaining the post-graduate education (or degree) is less than 2 years;

4. who has obtained senior title, but has passed the intermediate application for senior engineer of construction engineering;

5. other applicants who the jury considers necessary for business interview.

（5） Verification requirements for certificates outside the province. Applicants who participate in the post qualification evaluation of senior engineers in Construction Engineering in our province, if they hold the professional title certificate of construction engineering professional engineers outside the province, shall be reviewed by the human resources and social security departments of each city or the relevant provincial industrial competent departments and submitted to the corresponding judges for confirmation before they can apply for application.

（6） Serious violations.

1. all the papers found in the application materials published in the fake journals such as the frontier of Architecture Research (Chinese version), the frontier of Engineering Management (Chinese version), or the national science and technology progress award certificate and the national science and technology achievement award certificate issued by the Chinese Association of science and technology are fake, and the applicants shall be treated as fraud and disqualified from their qualification, And shall not declare within 3 years from the next year.

2. after the notice of seven ministries and commissions including the Ministry of housing and urban rural development on the special rectification of illegal and illegal behaviors such as "hanging certificate" for professional and technical personnel in the field of engineering construction (jbz [2018] No. 57), the notice was verified by the competent construction administrative department and handled by the "hang up" bank and its registration permit was revoked, No higher level post qualification evaluation shall be applied for within 3 years from the date of cancellation of registration.

3. if the reporting personnel work unit, personnel agency and other organizations fail to perform the audit responsibilities strictly, and the declarant seriously commits fraud, it will be reported to the whole province and recorded in the record of dishonest behavior in the Title Review.

The evaluation cost shall be executed according to the document Zhefei [2002] No. 229 of the provincial Price Bureau and the provincial finance department, with 280 yuan per person. The time for the qualification of the applicant to review is as of December 31st, 2021. The online personal application time is June 20-July 20, 2021, the deadline for the examination and submission of the unit is August 2, and the deadline for the review and recommendation of the municipal judges and provincial competent departments is September 6, and will not be accepted after the deadline.
