Notice on organizing and applying for construction and scientific research projects in 2021

All municipal construction committees (construction bureaus), departments, units and relevant units:

In order to promote the scientific and technological progress in the construction field of our province and give full play to the supporting and leading role of scientific and technological innovation in promoting the high-quality development of the construction industry, we hereby notify the following matters concerning the application of construction scientific research projects in 2021:

1、 Key contents of declaration

（1） The application for soft science research projects should be basic, strategic, forward-looking and policy research projects closely related to promoting the high-quality development of housing and urban-rural construction, providing scientific and reasonable basis for industry management decision-making, and promoting the innovation of management concept and management mode. It focuses on the construction of common prosperity demonstration area, digital reform, carbon peak and carbon neutral in the construction field, urban and rural green development, housing security, future community construction, urban and rural landscape improvement, and industry governance innovation.

（2） The application for technology development and research projects should focus on the technology fields of high-quality development of housing and urban-rural construction, mainly including carbon peak and carbon neutralization technology in the construction field, green building technology, green construction technology, key technology of modern building structure, engineering construction and quality safety technology, anti-seismic and disaster reduction technology, sponge city technology, environmental protection technology and so on Underground comprehensive pipe gallery construction and operation and maintenance technology, water pollution control and water treatment technology, urban and rural garbage classification and comprehensive utilization technology, urban underground space development and utilization technology, beautiful and livable rural construction technology, urban organic renewal applicable technology, old residential comprehensive transformation applicable technology, building information model (BIM) and information technology, etc.

2、 Declaration requirements

The applicant shall fill in the application form for construction and scientific research projects in Zhejiang Province (see the appendix for details). Municipal construction administrative departments, departments directly under the departments, relevant universities and scientific research institutes should seriously do a good job in the local (unit) application and recommendation audit.

The R & D funds of the project shall be raised by the applicant.

3、 Declaration time

The project application form shall be in triplicate and submitted to the provincial construction project cost management station (room 1210, No. 8 Wener Road, Hangzhou) before August 31 after being checked and sealed by the recommending unit. If it is overdue, it will not be accepted.
