1、 Improve the ideological awareness and comprehensively promote the manual system

The implementation of the project quality and safety manual system is an important measure to improve the quality assurance system of the country and the province to improve the quality of construction projects and promote the high-quality development of the construction industry. It is also an important grasp to implement the responsibility of project quality and safety, to promote the standardization of project quality and safety management and to improve the essential level of project quality and safety. All regions should fully understand the importance of promoting the manual system, strengthen organizational leadership, refine measures, clarify the key points, steps and requirements of the work, implement the quality and safety requirements to each project, every process, every employee, and implement it into the whole process of the project.

2、 Promote the manual in an overall way to ensure the implementation of the manual to achieve effect

（1） Improve the working mechanism. All regions shall establish work inspection and assessment index system, integrate management measures, combine the implementation of manual with standardized action of project quality and safety, combine with the management of common quality problems and daily quality and safety supervision, and promote the manual to gradually achieve full coverage of enterprises, projects and personnel. Our department will incorporate the implementation of the manual into the key contents of inspection and inspection of the competent departments and engineering projects of each city, and it is linked to the quality work of municipal government, the assessment of safety production involving the project quality and safety content, the establishment of safety and civilization standard chemical sites, etc.

（2） Implement model guide. Each region shall take the establishment of implementation model guidance system as an effective carrier for implementing the manual, and, in combination with the engineering characteristics, urge the enterprise to formulate the work plan for the pilot of the sample, set up the process model, process template, sample layer, sample room, etc., to show the practices and requirements of important parts and key processes in the form of on-site demonstration operation, video image and picture template, The manual shall be visualized and concreted to promote the first-line operators to master the quality standards and specific construction technology.

We should strengthen the supervision and enforcement inspection of enterprises and projects through the way of "double random and one open", and inform the poor work; Praise the outstanding work and summarize the promotion experience.

3、 Strengthen publicity and create a good atmosphere for learning the manual

All regions shall carry out the manual publicity and implementation through meetings, on-site observation and training, interpret the contents and requirements of the manual, clarify the work objectives and key tasks, and improve the understanding and understanding of the manual by the competent departments and enterprises at all levels. The manual content should be included in the skill training system of construction workers, training materials should be prepared and the operation behavior of project implementation personnel should be standardized. We should make full use of the media such as newspapers and networks, as well as the platforms of "quality month" and "safe production month" activities to create a good atmosphere for learning and application manuals. Relevant industry associations may organize experts to interpret the manual and include it into the continuing education and training of industry practitioners or technical practitioners.
