Municipal Construction Commission (Construction Bureau), human resources and Social Security Bureau, and relevant units:

According to the "recommended naming method for engineering survey and design masters in Zhejiang Province" (hereinafter referred to as the naming method) and the implementation rules for the recommended naming of Zhejiang engineering survey and Design Masters (hereinafter referred to as the implementation rules), the notice of application for the fourth Zhejiang engineering survey and Design Guru is as follows:

1、 Declaration conditions

Any engineering technical personnel who are employed by the engineering investigation and design unit registered in this province and meet the following conditions can declare the honorary title of Zhejiang Province master of engineering survey and Design:

（1） Have good professional ethics and strong sense of social responsibility, abide by the law, be honest and honest;

（2） With profound professional theoretical background and rich practical experience, it has made remarkable achievements in the field of engineering survey and design and enjoyed a high reputation both at home and abroad for the academic and professional leaders in the engineering survey and design industry and related professional fields;

（3） After obtaining bachelor degree, he has been engaged in engineering survey and design (including graduate student study) for more than 20 years (the work experience of the applicant of planning and design specialty refers to the work experience in planning and design of urban and rural construction planning and design, the same below), Have the qualification of positive and senior professional technology and the national level registered practice qualification of the major (except for the majors not practised by the state);

（4） As the project leader, he has completed major engineering construction projects (including overseas projects, the same below), or completed 3 or more large-scale projects in the industry as the project leader, or completed 6 or more large-scale engineering construction projects in the industry as the professional director, The technical level reaches or exceeds the domestic advanced level or provincial leading level of the same type of projects in the same period, with good benefits and outstanding personal contribution;

（5） As the project leader or professional director, the completed project has won the national excellent engineering survey and Design Award, or has won the national science and technology award of the discipline, or has won more than 2 first prize of provincial and ministerial excellent engineering survey and Design Award, or has won more than one first prize of provincial and ministerial excellent engineering survey and Design Award and the second prize of provincial science and Technology Award;

（6） He has published academic monographs in the field of his major, or edited national (industry), local engineering construction standards and standards design, or published academic papers in the national core journals of the major, which has a great influence in China;

（7） The age is generally not more than 60 years old (considering the connection with the age requirements of the third recommendation, the deadline for this age calculation is June 30, 2019, and those with special contributions can be relaxed appropriately).

The first project leader of survey and design who has undertaken the survey and design task of major construction projects approved by the State Council and won the gold award of national excellent engineering survey and Design Award and the internationally influential engineering survey designer recognized in the industry as having special contributions shall not be subject to the conditions of the preceding paragraphs (3), (4) and (5).

The deadline for the award-winning projects, scientific research achievements, published papers, preparation standards and patent acquisition shall be calculated on June 30th, 2021.

2、 Declaration procedure

The personnel who meet the recommended conditions of provincial engineering survey and Design Masters shall apply for the application. The application materials shall be submitted to the construction administrative department of the city with the establishment area after the applicant's unit reviews and the competent department approves and agrees. After the construction administrative department of the divided district and the competent department of human security at the same level rechecks the application materials, publicizes it locally and has been approved by the municipal government, the office shall be summarized and reported to the provincial engineering survey and design master for recommendation and naming office; After the application materials of provincial units are reviewed and publicized by the competent departments of the units where the applicant is located, the application materials shall be reported to the provincial engineering survey and design master for recommendation and naming office; After the application materials of the subordinate units in Zhejiang Province have been reviewed and publicized by the superior competent units of the units where the applicant is located, the materials shall be reported to the provincial engineering survey and design master for recommendation and naming office.

3、 Application materials

（1） The application form is in duplicate (1 electronic document). I am posted on each application form with my 2 inch color free crown close photo.

（2） Accessory materials (in duplicate):

1. copy of ID card, final education degree or degree certificate, positive and senior professional technical qualification certificate or employment document;

2. the Registrar shall provide a copy of the qualification certificate and affix the registered practice seal;

3. professional ethics certificate issued by the unit;

4. copy of individual award certificate. If the award institution fails to publish the list of winners uniformly, the list of winners and ranking positions submitted by the applicant shall obtain written certificate from the original award institution;

5. presided over the main design documents and drawings of major projects;

6. the original or the cover of the standard and standard atlas of the engineering construction standards and standard atlas and the copy of the name page of the author;

7. the original or copy of the work and paper (the copy of the work shall include the cover of the book and the page of the author; The copy of the paper shall include the cover, catalogue and original text of the publication magazine;

8. copies of relevant certificates or labor model honorary certificates of national or provincial talent projects;

9. part time certificate of the professional association organization;

10. other relevant supporting materials.

（3） Expert recommendations. The application materials must be accompanied by written recommendation from not less than 2 academicians and master of engineering survey and design (if there is no master of engineering survey and design in this discipline in the province, please refer to the relevant professional engineering survey and design master for recommendation). In principle, the number of recommended persons per engineering survey and design master shall not exceed 2. The recommendation of "internationally influential engineering survey designer" in the industry shall be jointly recommended by more than 3 academicians and master of engineering survey and design, with relevant supporting materials attached.

（4） Materials of publicity issued by competent departments (with official seal).

4、 Relevant requirements

The application materials shall be bound into volumes according to the above requirements and submitted to the provincial engineering survey and design master's recommended naming office before July 30.
