According to the regulations of the State Council on guaranteeing the wage payment of migrant workers, in order to further standardize and strengthen the data standard, data collection, data application and other construction of the real name system management of construction workers, the relevant matters are hereby notified as follows.

1、 To further unify the data standard of real name management in the whole province. According to the Ministry of housing and urban rural development "national construction workers management service information platform data docking program (v1.1.2)", our Department revised and improved "Zhejiang construction workers real name management data standard (V2.0)" (Annex 1). According to the new data standard (V2.0), the construction departments of cities divided into districts should speed up the upgrading and transformation of the database of the municipal real name management platform, do a good job in the data docking with the provincial real name management platform, complete the joint debugging test with the hall data warehouse before May 30, and ensure that the attendance data generated on that day can be uploaded to the hall data warehouse before 24:00 on that day. Our department will enable the v2.0 data standard uplink interface on June 1, and disable the original uplink interface at the same time.

2、 Further realize the data source unification of related platforms. According to the new data standards, all localities should realize the interconnection and data sharing between the municipal real name management platform and the provincial real name management platform, and the Zhejiang construction market supervision and integrity information platform (hereinafter referred to as the provincial integrity platform). The project and personnel information entered by the provincial integrity platform shall be shared by the municipal real name management platform from the Department data warehouse, and the shared data shall not be changed in principle. If the shared data does not match, it needs to be corrected through the provincial integrity platform; The rest of the information is collected and entered in the municipal real name management platform. While connecting with the provincial real name management platform, all localities will not change the existing data transmission mode of the national construction workers real name management service platform for the time being, and will make adjustments after the provincial real name management platform runs smoothly. Our department will also carry out the supervision and verification of the data uploaded to the provincial real name management platform and the national real name management service platform for construction workers, so as to ensure the integrity and consistency of the relevant platform data.

3、 Further unify the technical standards of attendance equipment. In order to eliminate the technical and data barriers of real name attendance system in Zhejiang Province, our department has formulated the technical standard for real name attendance equipment of construction workers in Zhejiang Province (Annex 2) in accordance with the goal of "overall planning at the provincial level, access at one place and universal use in the whole Province". All the new projects started after May 30, 2021 are connected with attendance equipment according to this technical standard; At present, the project under construction, which can be completed after July 30, should do a good job of equipment interface transformation according to this technical standard, to ensure that the technical standard of real name attendance equipment is universal throughout the province. The software, hardware and other facilities and equipment on the construction site shall be selected by the construction unit independently. All localities shall not designate the construction unit to purchase relevant products in the name of implementing the real name management system for construction workers, and shall not charge indiscriminately.

4、 Further implementation of the real name system management "should accept as much as possible.". All localities should strengthen the supervision of the real name system, sink the construction site, and combine the "double random and one open" supervision mode to urge the project management personnel of the construction units, construction units and supervision units of the housing construction and municipal infrastructure projects under construction to be fully included in the management scope of the real name system of construction workers. Strict implementation of daily attendance, for the lack of project manager and chief supervision engineer post information, filling personnel do not meet the corresponding registration category or inconsistent with the provincial integrity platform registration personnel, etc., the provincial integrity platform will be on early warning, as a key supervision project, and the local construction authorities will focus on checking whether the project has subcontracting, affiliation and other violations. Projects and enterprises that fail to implement the real name management as required, evade supervision, falsify information, or fail to rectify problems within the time limit can be dealt with in accordance with the law.
